Background
Following on the declaration of independence for the Republic of South Sudan on 9 July 2011, the new nation has
now embarked on a process of state-building that seeks rapid capacity development in all areas of governance, and
the quick delivery of peace dividends and development results. The South Sudan Development Plan (2011) signals wide
ranging ambition, whilst also seeking key areas of support from both national and international actors. Amongst the
core principles in the SSDP is a commitment to mutual accountability between the State and its’ citizens.
UNDP South Sudan therefore seeks to implement a programme focused on enhancing voice and accountability between
the State and citizens through support to both houses of the National
